Phyllis Zimmer Wins Award

Washington State's, very own, Phyllis Arn Zimmer, MN, ARNP, FNP, was recently presented with the University of Rochester, School of Nursing, 1995 Distinguished Alumna Award. Zimmer received this award for her outstanding efforts in advancing nurse practitioner education and practice. Zimmer, a 1972 graduate of the School of Nursing and a native of Syracuse, New York, is a professor of nursing at the University of Washington. She is president of the American College of Nurse Practitioners and a past-president of the National Organization of Nurse Practitioner Faculties.

NP Reimbursement In Clinton Budget Bill

The Clinton Budget Bill includes language that provides reimbursement for nurse practitioners. Direct reimbursement is called for at 85% of the physician rate in all outpatient settings, in all geographic areas and for all specialties. According to Nancy Sharp, MSN, RN, Executive Vice President of the American College of Nurse Practitioners this reimbursement language was not in the first Clinton budget.

In the Republican budget, nurse practitioner reimbursement for Medicare, at 85% of physician rate, did survive the House/Senate Conference Committee before Christmas. According to Sharp, the fact that the nurse practitioner reimbursement piece survived through the Conference Committee is very good news. It has never made it that far before. Even if the entire budget process dies, as many predict, it still bodes well for nurse practitioners in the next round.

As part of our continuing effort to raise funds for future legislative effort, ARNPs United is planning its First Annual Spring Phonathon.

News Update from the ACNP

Happy New Year! The American College of Nurse Practitioners welcomes ARNPs United as a member. The ACNP was founded in 1993 as a result of two national nurse practitioner summits which identified the critical need for existing nurse practitioner organizations and groups to work together collectively at the national level. The ACNP is focused on advocacy, lobbying, and keeping you current on the legislative, regulatory, and practice issues that affect you in this era of health care reform. The mission of the ACNP is to unite, galvanize and represent nurse practitioners across this nation to ensure an appropriate, prevention-based health care system with nurse practitioners as essential health care providers. Membership in the ACNP includes all nurse practitioners, regardless of specialty. (Membership criteria were revised this year after the 1995 Summit in order to be sure that all specialties - primary care nurse practitioners, acute care nurse practitioners, psychiatric mental health nurse practitioners, and specialty nurse practitioners - were represented as members.) Members may join as national or state organizational affiliates, or as individual members. The structure of ACNP is designed to enable us to achieve political unity at the national level, a critical need at this time. We currently have an office in Washington, DC and an Executive Director in place. At this time, there are 14 state group affiliates, and 5 national organizations which are affiliates.

Although I am new to the ACNP Board, and only 6 months into the Presidency, I am pleased to report that the ACNP is moving toward its goals of financial stability, increased membership, and continued advocacy for nurse practitioners. We are working to become Fast, Friendly, Flexible, Focused and Funded. As we move into 1996, I think it's important that we stay clearly focused on the vision of the ACNP: To unite all nurse practitioners.

Editorial Change

ARNPs United & WSNA

For those of you that were able to attend the annual meeting you are aware that ARNPs United has secured an agreement with WSNA which makes us an affiliate organization. We are now attempting to stand alone as an organization with our own membership dues and privileges. This is both exciting and sobering at the same time. We are no longer receiving any financial assistance from WSNA and are entirely dependent on you for our financial viability.

One of the most critical needs for our profession in the current health care environment is that of a strong, effective, lobbying effort to ensure that our concerns are addressed and that patient care in our state does not suffer. But, yes you guessed it, there are no free lobbyists. In fact they are quite expensive. Currently ARNPs United can not afford our lobbyist and we have had to drop our contract with her. This leaves us essentially uncovered except for what WSNA is able to help us with.

The bottom line here is that if ARNPs United is to survive, and if our profession is to remain viable in this state we need all of you to become and stay members. Vote with your checkbook in support of ARNPs. To steal a phrase: No representation without taxation. Please help us help you. Join ARNPs United today.

Psychopharmacology of Anti-Depressants Seminar

April 20, 1996. This Saturday seminar for psychsocial/mental health clinical specialists and ARNPs will address a variety of topics related to the use of antidepressants. How do abnormal lab values affect prescriptive decisions? What is the role of polypharmacy in treating depression: Where do antidepressants fit in with hormone replacement therapy for perimenopausal and menopausal women?
