It is a state level association consisting of representatives from 11 regional councils (Central, Fredericksburg, Northern Virginia, Peninsula, Piedmont, Tidewater, Southwest, Blue Ridge, Shenandoah, Northern Shenandoah Valley, and Richmond). The councils meet independently on a regular basis.
